被災地に届かない義援金
ここ最近、ニュースを見ていると今回の東日本大震災の全国、全世界から集まった義援金が被災者へなかなか渡らないというニュースが多い。
社会奉仕団体のライオンズクラブでも海外の本部より、即日、１億円が日本のライオンズクラブに振り込まれ、義援金として送った。
私の所属する東京豊島ライオンズクラブでは、５００万円を送ったが、その送り先についての討論があった。 その中に、「義援金」を反対する人が多かった。 その理由に、「義援金」となると被災者には渡らないという意見が多く、「支援金」として、被災者に直接や被災地のライオンズクラブへ送るなど直接渡す意見が多かった。
さすがに、数多くの社会奉仕の経験があり、災害時にどこでだれが一番必要としているかなど、良く知っている。
義援金は国に管理されてしまい、困っている被災者にはなかなか渡らないものだ。 日赤もお金を集めやすいが、同様だ。 何のために、急いで支援したのかわからない！
被災地以外の皆さんほとんどが、義援金を送ったと思う。 しかし、その大半のお金がまだ配られていないのが現状である。
テレビで、お金が欲しいと訴える被災者のニュースは今後も増える一方だと思う。急いで欲しい。
こんな福島県もあった。
先日のＧＷ（ゴールデンウィーク）、被災地へ行き、復興活動のボランティアをされた方も多いと思う。
私も知り合いが数人集中する福島県へ、元気をつけようと思い、行ってきた。
そこは、南会津の舘岩村である。福島県でもあり、その被害が気になっていた。 しかし、地震の直接の被害は少なかったらしい、その地域には、硬い岩盤があり、そこまで揺れなったらしい、あの地震の後も停電も無く、ガソリンの不足も無く、水不足も無かったそうである。
元々、冬場は、雪が凄く、いつ道が閉鎖されるかわからないので、かなりの量を保存しているらしい、水は、山から沢山流れてくる。
ちょと思いだすが、そこはそば畑が多くそばが美味しい。初めて食べたのが、打ちたてのそばを家の前にある小川の水で食べた。 「水そば」と言っていたが、文字通り、おつゆ使わずに、そばを水につけて食べる。 そばの味しかしないが、凄く美味しかった。そばでは無く、水の話だがそれだけ水は新鮮だし、多い。
ガソリンは、地震の後、ドラム缶に入れ、数十缶を被災地へトラックで運んだらしい。
それより、被災地からの避難者が多い、この地域は、リゾート地というほどではないが、ホテルやペンションなど結構ある。
東京からは３００kmもあり、更には、山を越えてこないとならず、連休でも、客は少ない。 平日となるとほとんど客はいないところだ。
しかし、今回は賑わっていた。 ホテルもペンションも被災者を受け入れており、満室状態である。 被災者一人に付き、１日5000円の料金を行政が負担してくれるらしい。売上的には、例年よりはるかに多い。 安易にこんな言い方はいけないが、震災のお陰で逆に明るくなった感じの地域かもしれない。
でもこの地域の人達は、自主的にガソリンを支援したり、水を支援したり、被災者をすぐに受け入れたり、心の優しい方が非常に多い。 これが東北の強さでしょう。
何もできない被災者の気持ち？
この舘岩村を見渡すと、散歩をしている人達が多く、呑気な感じがした。しかし、そうではなかった。
散歩をしている人達、それは被災者の方々だった。働くことも無く、ご飯も黙っていてもホテルやペンションで出してくれる。何もすることが無い。
一瞬、何もしないで・・・と思いがちだが。
そうではない！ 精神的には辛いと思う。
家も会社も津波で流された人、また、放射能でいつ帰れるかわからない人、今後の人生を考えると、本当につらいと思う。
まだ、被災地にいて、毎日、朝から晩までがれきを片付けていたほうが、気持ちは楽だし、少しでも前進する。
人間は、前進する生き物だ。 立ち止まることは辛いものである。
今回の震災、いろいろなところで考えさせられることが多い、考える事により自分でも１０年も２０年も若返ったように、前進意欲がわいてくる。
頑張ろう。強く生きようと思う。
